Earl K. Nishikawa graduated from Moanalua High School in 1975. He then attended the Honolulu Community College and graduated with an Associate of Science degree in Electronic Technology. In 1981, he became employed by Chevron Products Company as a Plant Operator. In 1984, he transferred to the Quality Assurance laboratory to become a Technician. In 1986, he took on an assignment as the Safety, Fire, and Health Specialist at the refinery and worked on regulatory compliance in the safety, fire, and health field. Chief Nishikawa became Chevron’s Fire Chief in 1990 and assumed the role of the Senior Chief in the Chevron Corporation. He is responsible for coordinating regulatory issues, making equipment recommendations, and training and best practices with all of the continental U.S. and international facilities.

Chief Darryl J. Oliveira began his career with the Hawaii Fire Department (HCFD) in October 1980 as a firefighter. His assignments during his 26-year career include Rescue Specialist, M.I.C.T. Paramedic, Fire Equipment Operator, and Fire Captain. Chief Oliveira also coordinated air medical operations in West Hawaii.

On February 28, 2002, Oliveira became the Big Island’s first Fire Chief to be appointed by a Fire Commission.

Chief Oliveira, who commands a department of 454 full-time personnel and 210 volunteer firefighters, has developed and implemented a Strategic Plan that has established a direction and platform for the HFD.

Chief Neves has served with the Honolulu Fire Department (HFD) for 30 years where he is currently the Assistant Fire Chief of the department’s Support Services. He is responsible to oversee the Fire Prevention Bureau, the Fire Communication Center and the Training and Research Bureau.

Chief Neves serves as a Board of Director for the National Fire Information Council (NFIC), Secretary for the Hawaii Fire Chiefs Association, Vice President for the Western Fire Chiefs Association, and as an assessor for the Commission on Fire Accreditation International. He has an Associate degree in Fire Science, Bachelors in Business Administration and a Masters in Public Administration. Chief Neves has completed the Executive Fire Officer Program (EFOP) at the National Fire Academy and has also been awarded the Chief Fire Officer Designation (CFOD). In 2007, the Institution of Fire Engineers presented Chief Neves the grade of Member in the Institution (MIFireE).  He is also certified to the level of Fire Officer IV.

In 2005, Chief Neves received a fellowship from the United State Fire Administration (USFA), the International Fire Service Training Association (IFSTA), International Association of Fire Chiefs (IAFF), and the National Fire Protection Association (NFPA) to attend the John F. Kennedy School of Government’s Program for Senior Executives in State and Local Government at Harvard University in Cambridge, Massachusetts.

Thomas K. Perkins has more than 30 years of fire service experience in the Honolulu Fire Department (HFD) and is currently the Assistant Chief of the Administrative Services Bureau. Chief Perkins is responsible to oversee the administrative, personnel, logistic, and maintenance support to the department. He participates in the development, review, and control of the HFD’s $75 million operating budget and plans, directs, and oversees capital improvement programs, building and equipment maintenance, and improvements to the department’s electronic processing equipment and systems/applications.

Chief Perkins manages safety and health-related programs pertinent to public safety and fire fighting operations, and directs the administration of the department personnel and labor relation programs.

Chief Cordeiro has been with the County of Maui’s Department of Fire and Public Safety for the past 32 years and is currently the Assistant Chief of Operations. He was promoted to this position on January 1, 2005, and previously was one of the three Battalion Chiefs on line for 6 years and I was the Interim Deputy Fire Chief for 6 months during that time.

Chief Cordeiro has an Associate in Science Degree in Fire Science from the University of Hawaii and has attended and received certifications from numerous National Fire Academy Classes, Government and Inter-Agency courses here and on the mainland. He is a Board Member of the Hawaii Fire Chiefs Association and on the Operations Committee of the Hawaii State Fire Council.

Chief Westerman has been the County of Kaua`i Fire Chief since 1 February 2005.  He graduated with an MBA from University of Hawaii, Mânoa, he is also a Certified Fire Officer IV from Texas A&M, and Certified as a CFO, Chief Fire Officer by the Council Fire Accreditation International.

The Kauai Fire Department has recently completed it first comprehensive Strategic Business and Continuity Plan in 2007 and the community finally voted in the last Fire Commission to the islands a first for Kauai. The161 members of the department look forward to their involvement in island wide fire issues as a member of the Hawaii Fire Chiefs Association and are dedicated fire fighter safety, prevention, and health.
